Financial Report to the Annual Parish Meeting 15th May 2019
Balance sheet produced by the internal auditor has been circulated, if there are insufficient copies I will be happy to supply additional ones if you see me afterwards. Alternatively they will be posted on the website.
Timing of the allotment rent and wayleave payment slipped beyond the end of the financial
year and will be included in the current year’s accounts.
Although the Parish Council is not VAT registered as a local authority we are able to reclaim VAT on most expenses. These are claimed once a year after the end of the financial year so the £405 relates to VAT paid in 2018.
The contribution from Upton Parish Council is their half of the cost of the Speed Indicator Device which is jointly owned and spends alternate months in each parish.
Subscription to LALC – Lincolnshire Association of Local Councils – who keep us updated and provide guidance and training as required.
Quite a lot of work was required on the parish cottage last year, this included some tree work, replacing a hedge and some roof repairs.
The cost of disconnecting the electricity supply to the phone box was very expensive but was a specialist job which could only be undertaken by approved contractors.
Tree roots had got into the overflow from the well causing the green to become waterlogged so the drains had to be replaced which has improved the situation considerably.
Parishes with a turnover of less than £25K per year are exempt from full external audit (although a small sample may be audited each year). Kexby falls into this category and has submitted a Certificate of Exemption. However, they must facilitate an Exercise of Public Rights. The full accounts and Annual Governance and Accountability Return must be available for public scrutiny for 30 working days during June and July.
This year they will be available through me between 3rd and 21st June and between 8th and 12th July. Between 24th June and 5th July they will be available through Clare Cuckson.
