Minutes of a meeting held on 21st September 2022

Present; Cllrs. R. Gore (Chair), D. Forrest, D. Edwardson, S. Farrow
Apologies; were accepted from Cllrs. C. Cuckson, L. Hoggarth.
33/22 Update from Quickline - Nick Shoot (Network Engagement & Enablement Manager from Quickline) had sent his apologies but hoped to attend the next meeting. It was noted that a cabinet had been installed and work commenced on laying pipes down Glentworth Road in preparation for the roll-out.
34/22 Minutes of meeting held on 13th July 2022 – had been circulated, they were agreed as a true record and signed off by the Chairman.
35/22 Resignation letter – Cllr. C Hunt had written to the Chairman and Clerk resigning from the Parish Council. It was agreed that she had been a valuable member of the council and would be missed but members fully appreciated her reason for resigning and accepted her resignation. The Clerk was asked to notify WLDC who would advise on the procedure to follow.

36/22 Clerk’s Report on progress since last meeting
a) Broadband – construction work had commenced
b) Post Office – still an unreliable service, the Chairman had emailed the MP once again
c) Defibrillators – spare parts had arrived and both were operational once again
d) Kexby Lane Footpath – the Clerk had recently written to LCC but no response had been received to date
37/22 Outstanding matters from previous minutes
a) Email addresses – Cllr. Cuckson had agreed to ask her brother for advice but, as she was not present the matter was deferred to the next meeting.
38/22 Planning applications – an application for a porch at No 4 Klondyke Cottages had been received and details circulated. The Parish Council raised no objections and WLDC had been informed.
39/22 Correspondence
a) New reservoirs – notice had been received from Anglian Water of their intention to create two new reservoirs, one of which would be in Lincolnshire. The proposed site was to the south east of Sleaford, between Grantham and Boston so it would not impact upon our locality.
b) Ride to Save Lives – 280 motorcycles had taken part in a 62 mile circuit of Lincolnshire and Nottinghamshire which included passing Kexby. The event raised £3,264 which would be shared between the Lincs/Notts Air Ambulance and the Blood Bikes Service.
It was felt that more money could have been raised by collecting contributions along the way, the suggestion would be passed on to the organisers.
c) HMRC Penalty Notice – a late submission penalty notice had been received due to IT problems causing an issue with submissions. An appeal had been lodged and the Clerk would keep members informed of the outcome.
d) Village Hall EGM – scheduled for 28th September to review hire charges, Cllrs. S. Farrow and C. Cuckson would attend and would represent the Parish Council.
40/22 Financial report – finances were still in a strong position, the balance in the current account was quite large and it was agreed to transfer £10,000 to the Business Reserve account.

41/22 Clerk’s pay and expenses – details had been circulated these were approved and the Chairman signed them off.
